55+ Communities in the Coachella Valley: Where They Are and How They Differ
55+ is a legal category, not a lifestyle label, so I sort the age-restricted communities from the clubs that just skew older before we tour anything.
What are the 55+ communities near Palm Desert? The ones whose own associations or builders call them 55+ or age-qualified include Sun City Palm Desert, Portola Country Club, and Villa Portofino in Palm Desert; Sun City Shadow Hills, Heritage Palms, Four Seasons at Terra Lago, and Del Webb Desert Retreat in Indio; Trilogy at La Quinta; and the Longtable Park section of Cotino in Rancho Mirage. But 55+ is a legal category, not a lifestyle label, and a Del Webb sign in Palm Desert doesn't guarantee one anymore.
That last point is my whole approach. Plenty of country clubs here are full of retirees and aren't age-restricted at all, and some communities on online 55+ lists aren't either. The difference isn't cosmetic. It changes who can buy your house when you sell, who can live in it with you, and whether you can rent it out. So before we tour anything, I sort the list into communities that are legally age-restricted and communities that just skew older.
How do 55+ rules work in California? Most pages cite Civil Code 51.3, but subdivision (j) says that section doesn't apply to Riverside County, and the Coachella Valley is in Central and Eastern Riverside County. Here the rules come from Civil Code 51.10 through 51.12, which apply only in Riverside County. Section 51.11 defines a senior citizen housing development as one with more than 20 units, built as a senior community and zoned as one, or set up as one in its governing documents or under federal law, and in that kind of development anyone 55 or older counts as a senior citizen. The CC&Rs or other written rules have to spell out the age limits.
Can someone under 55 live in a 55+ community here? Sometimes. Section 51.11 lets the CC&Rs require one senior in each home, but no stricter. Everyone else in the home can be a qualified permanent resident, a permitted health care resident, or one of a few other allowed occupants. A qualified permanent resident lived with the senior before the senior died, was hospitalized, or otherwise left for a long time, or before a divorce. They also have to be 45 or older, or a spouse, cohabitant, or the person providing the senior's primary physical or economic support. At a minimum, the people starting an occupancy must include a senior who plans to live there as a permanent primary residence. Guests under 55 can stay for periods of no more than 60 days a year, as the CC&Rs specify.
Federal law matters too. HUD's fair housing guide says a 55-or-older community has to have at least one occupant 55 or older in at least 80 percent of its units, publish and follow policies showing it intends to operate as 55-or-older housing, and verify ages under HUD's rules. Section 51.12 says the Riverside County requirements are stricter than federal law. In practice, I read the community's age rule in the CC&Rs, not on the sign at the gate. I'm not a lawyer, so if your household doesn't fit the simple case, an attorney reads it with you.
Sun City Palm Desert is the big one. The association calls it a 55+ gated community of nearly 5,000 homes, with two 18-hole golf courses designed by Billy Casper. Two details matter for the budget. The association says the community is in unincorporated Riverside County, so there are no city taxes or fees, and it has no Mello-Roos or Community Facilities District charges. It also says residents can play golf on a rate lock plan with no initiation fee. What are the HOA fees at Sun City Palm Desert? The association calls them among the lowest but doesn't publish the number on its public site, so I get it from the resale package, the same way my Palm Desert HOA fees post builds the full bill.
The rest of Palm Desert is smaller. Portola Country Club's association describes a gated 55+ community of 500 manufactured homes with an 18-hole par-3 course, and ownership includes unlimited golf. One quirk: Section 51.11 doesn't count a mobilehome as a dwelling unit, and my Portola Country Club guide covers how title and the age rule work there. Villa Portofino calls itself an age-qualified community and club in Palm Desert, and it says it's selling its final phase. And Del Webb's blog lists Renata at Domani as a 55+ Pulte community near I-10.
Here's the trap. Del Webb Explore Palm Desert, on Sunshine Court, is a newer Del Webb community, and Del Webb's own page says it's open to all ages, with no resident age minimum. The famous 55+ brand now builds both kinds of community, so the builder's name doesn't settle the question. The community's own description does.
Indio has the most choices. Sun City Shadow Hills says it has 3,450 homes, two clubhouses, an 18-hole course by Lee Schmidt and Brian Curley plus a par-3 course, and more than 50 social clubs, built by Del Webb in phases from 2003 to 2016. Heritage Palms calls itself a 55+ gated community with an 18-hole championship course and a 20,000-square-foot clubhouse. Four Seasons at Terra Lago says it's a 55-plus community, mostly single-story homes from about 1,559 to more than 2,700 square feet, with a clubhouse of more than 22,000 square feet called The Lodge. Del Webb says its Desert Retreat community in Indio is 55+ and still selling new homes.
What about La Quinta? When FirstService Residential took over managing Trilogy at La Quinta's association in 2014, it described the community as 55 and over, with just over 1,200 homes. Golf and the HOA there are separate budgets, which my Trilogy at La Quinta guide walks through. Trilogy at The Polo Club in Indio shows up on a lot of 55+ lists, and its club is a separate private entity with its own membership. I couldn't confirm from a live official page today which parts of it, if any, are age-restricted, so get the CC&Rs before you assume. Watercolors in La Quinta also shows up on those lists. The City's housing FAQ page lists a Watercolors silent second loan program, but I couldn't open the City's documents today, so I'm not printing its age or income terms.
Are there new-construction 55+ homes in Rancho Mirage? Del Webb at Rancho Mirage opened in 2018, and Del Webb announced it then as its third 55+ community in the Coachella Valley: a planned 1,026 homes on 380 gated acres, on lots the owners own. Its management company now calls it a senior community. It doesn't appear on Del Webb's current Palm Springs-area page, which lists only Desert Retreat and Explore Palm Desert. At Cotino, the Storyliving by Disney community in Rancho Mirage, the developer says Longtable Park Residences is a designated 55+ section and the rest of Cotino is open to all ages. Four Seasons at Palm Springs also shows up on 55+ lists, but its association's public site didn't state an age rule when I checked, so I'd confirm it in the CC&Rs.
Should you buy in a 55+ community or a club full of retirees? Weigh three things. Your resale pool is narrower in an age-restricted community, because every household that moves in has to fit the rule. Rental rules usually come from the CC&Rs plus the city, so read both, and my short-term rental rules post covers the city side. And dues pay for different things: at Portola, unlimited golf comes with ownership, while many clubs charge for golf separately. Neither is better. They're just different purchases.
Moving from the coast? If you're 55 or older and selling a California home, my Prop 19 post covers carrying your property tax base to the desert, and the timing rules there affect the order you buy and sell in. My homeowners insurance post covers the coverage question, including what an HOA's master policy doesn't cover.
Questions I ask an HOA before you buy: Where in the CC&Rs is the age rule, and how does the association verify ages? How long can guests under 55 stay? What are the rental minimums, and is there a cap on rentals? What do the dues include, and what's billed separately? How well funded are the reserves, and is a special assessment anticipated? The resale package answers most of these, and I read it before we remove contingencies.
Rules checked Oct 22, 2026 on leginfo.legislature.ca.gov (Civil Code 51.3, 51.10, 51.11, and 51.12), hud.gov (Fair Housing: Equal Opportunity for All), cvag.org, scpdca.com, scshca.com, heritagepalmsindio.com, fourseasonsatterralago.com, portolacc.com, villaportofinoliving.com, delwebb.com, mydwrm.com, fsresidential.com, mytrilogylife.com, storylivingbydisney.com, fourseasonsatpalmsprings.com, and laquintaca.gov. Associations and builders update these pages, and the recorded CC&Rs are the final word on any age rule.
