Palm Desert HOA Fees and Club Costs: What the Monthly Number Leaves Out
The HOA figure on a listing is one line of the bill, so I build the full annual cost from the association's and the club's own documents before anyone falls for a house.
What are HOA fees in Palm Desert? There isn't one number: the Palm Desert Country Club Association's 2026 assessment is $418 a year, while The Lakes Country Club's last published rate sheet billed residents $1,887 a month before golf. The HOA figure on a listing is one line of the bill, and in a club community it's often not the biggest one.
That's why I don't quote an average. A $418-a-year association built around a golf course it doesn't own and a club where social membership comes with the deed aren't the same product, and an average of the two describes neither. Before a client falls for a house, I build the full annual bill from the association's and the club's own documents, one line at a time.
What goes on the bill? Up to eight lines: the master association, a sub-association if there is one, mandatory social or club dues, optional golf, one-time charges at purchase, food and beverage minimums, special assessments, and anything the county adds to the property tax bill. Not every community has every line. The work is finding out which ones apply to this house.
What does a low-dues Palm Desert HOA look like? The Palm Desert Country Club Association's 2026 budget package, posted on pdcca.com, covers 1,054 ownership interests at $418 a year, due January 1, 2026. That's up $20 after four years with no increase, and about $6.89 a month of it goes to reserves. The association's rules say the golf course is private property and no part of it belongs to the association, so golf is a separate arrangement with the course, and I'm not printing course rates I haven't confirmed.
I read the reserve page before the pool schedule. The same package projects reserves 48.46% funded at the end of 2026, and the reserve study's plan calls for increases of 4.58% starting in 2027, for 29 years. The board says it doesn't anticipate a special assessment and has no outstanding loans. That's a fair picture for a low-dues HOA, but a buyer should see the 48% before closing, not after.
What does a club community look like when membership comes with the house? The Lakes Country Club's 2025-26 rate sheet, for July 1, 2025 through June 30, 2026, billed $1,086 a month in operating dues, $270 reserve, $46 cable and internet, $355 social dues, and $130 social capital dues, for $1,887 a month, or $22,644 a year. The FAQ in the same document says an owner becomes a Resident Social Member at close of escrow. On top of that came an $800 food minimum for the year and a one-time Reserve Replenishment Assessment of $12,618 charged to every new homeowner.
Golf at The Lakes was optional and priced separately on that sheet: a one-time $40,000 Golf Activation Fee (or five annual payments of $8,100), $9,840 a year in golf dues, and a $750 annual cart trail fee. That sheet ran out June 30, 2026, and I couldn't find the 2026-27 version published anywhere public, so treat these figures as the shape of the bill, not this season's prices. The club's office at (760) 568-4321 has the current sheet. My guide to The Lakes covers the courses.
What's the difference between HOA dues and club dues? HOA assessments fall under California's Davis-Stirling Act. Under Civil Code 5605, a board can't raise the regular assessment more than 20% over the prior year, or levy special assessments that total more than 5% of the year's budgeted gross expenses, without approval from a majority of a quorum of members. Civil Code 5610 makes exceptions for emergencies, such as a court order or a threat to health or safety. Club dues and initiation are set under the club's own membership documents. I'm not a lawyer, so when a community bills both on one sheet, I ask which document governs each line.
Are there special assessments in Palm Desert communities? Some have them, and the documents tell you before the bill does. Civil Code 5300 requires the annual budget report to say whether the board expects a special assessment and, if so, the amount, start date, and duration. The resale disclosure under Civil Code 4525 includes current regular and special assessments and any change the board has approved that isn't due yet. If you ask, it also includes the last 12 months of approved board minutes, and I always ask. A roof project or a pipe failure usually shows up in the minutes before it shows up as an assessment.
Which documents show the real number? The Civil Code 4525 package: governing documents, the budget report and reserve summary, a written statement of current assessments and fees, unresolved violation notices, and the minutes if requested. Under Civil Code 4530, the association has to deliver within 10 days of a written request, and the seller pays for it. PDCCA's own fee form shows what that costs: $515 for its standard set, including $180 for the statement of fees, with rush fees of $115 to $240.
What else lands on the yearly bill? The property tax bill. The Riverside County Assessor says Mello-Roos charges show up on the bill as a Community Facilities District, or CFD, in addition to the 1 percent rate allowed by Proposition 13, and that a buyer takes on improvement bond assessments as a lien on the property. Insurance is its own line, and in an HOA the association's policy may not cover your home or belongings, which state law makes the budget report say in bold; my homeowners insurance post covers that. If you're 55 or older and moving from the coast, my Prop 19 post covers carrying your tax base. I'm not a tax adviser, so your CPA reads the tax bill with you.
How much should I budget beyond the HOA for a club home? I won't give you a percentage, because it depends on the club. I'll give you the sheet. Every line gets a dated source, and I split it three ways: recurring and mandatory, recurring and optional, and one-time at closing. Then we put two or three communities side by side. My club guides for Palm Valley, Monterey, Desert Falls, Ironwood, and Bighorn are a starting point, and my PGA West HOA post shows how layered associations stack up.
Rules checked Oct 21, 2026 on leginfo.legislature.ca.gov (Civil Code 4525, 4530, 5300, 5605, and 5610), pdcca.com (the 2026 Annual Budget Package and restated rules), The Lakes Country Club's site and its published 2025-26 rate sheet, and rivcoacr.org. Associations and clubs reset these numbers every budget year, so the resale package for the house is the final word.
